The Pipelines (Sewerage and Drainage) Program Alliance was formed to design and construct new and replacement drainage and flood mitigation, sewerage transfer and drainage infrastructure works for Melbourne Water. The program ran in alliance with Fulton Hogan, Jaydo Construction, GHD and Melbourne Water. The Pipeline Alliance was responsible for the design and construction of over 30 projects within a five year program of works, allowing the Pipeline Alliance to work closely with the project initiators to determine the optimum solutions to satisfy the functional requirements.

Fulton Hogan was responsible for the construction, commissioning and handover of projects within the Program. Some of the projects included:

• $43 million 3m diameter pipe-jacked stormwater tunnel
• $23 million incrementally launched sewerage aqueduct
• $12 million Class C recycled water pipeline
• $7 million reconstruction of stormwater beach outlets
• $2.5 million sewerage emergency relief structure
• $0.5 million odour control plants.
