South East Water is a Melbourne metropolitan retail supplier, delivering potable water, recycled water and removing and managing wastewater from some 1.6 million people across their 3,640 km² network. 

The South East Water Program of Works is a five-year collaborative term agreement for the design and construction of numerous projects across this network. 

The Program is delivered through a joint venture consortium, FHDB, which consists of Fulton Hogan, a designer (Beca) and a direct hire contractor (Delplant).  

The project values range from $25k to $25m and include the following types of work: 

• Water/recycled water 
• Pressure pipelines 
• Pump stations 
• Storage tanks 
• Pressure reducing stations 
• Water quality stations 
• Sewer 
• Gravity pipelines 
• Pressure pipelines 
• New/refurbish pump stations 
• Sewer treatment plant upgrades 
• Detention tanks 
• Generator installations 
• Chemical dosing stations 

The first major project awarded as part of the program was the Peninsula ECO Transfer Main project which commenced in February 2014 and involved the construction of 15.2km of sewer transfer main on the Mornington Peninsula. Other major works to date have included, the Sixth Avenue Transfer Main, the Forrest Hill Precinct Sewer Upgrade, Clyde Sewer Stage 1 and the Mount Martha Emergency Storage Lagoon (ESL).
