What does better infrastructure performance look like?

In Wellington, better infrastructure performance comes from smarter plant capability, stronger supply systems and recycled materials being used as a practical performance advantage, not just a sustainability story.

That is what makes Fulton Hogan’s new Wellington Asphalt Plant such an important investment for the region.

With capacity of up to 200 tonne per hour, the plant more than doubles the output of existing asphalt plants in Wellington, strengthening the region’s ability to support major projects while improving reliability and responsiveness.

But the bigger story is not just capacity. It is capability.

Based at Horokiwi, the new plant has been designed to produce more advanced asphalt mixes and includes an integrated Reclaimed Asphalt Pavement system, enabling up to 40 per cent recycled asphalt to be used in suitable mix designs. By recovering valuable bitumen and aggregates from end-of-life asphalt and reusing them in new products, the plant reduces reliance on virgin materials and improves supply resilience.

Its gravity-fed tower design streamlines material flow and lowers energy use, while intelligent control systems and remote support capability help reduce downtime and keep production moving.

The plant also brings greater flexibility, with the ability to produce and store multiple mixes while operating, reducing changeover times and responding faster to customer needs. Reduced Energy Asphalt capability adds another practical benefit, lowering production temperatures, fuel consumption, emissions and fumes.

With an expected design life of around 40 years, the Wellington Asphalt Plant is a long-term investment in smarter capability, stronger resilience and more efficient infrastructure delivery. Because lifting infrastructure performance is not just about producing more, it’s about producing smarter.

A key feature of the Wellington plant is its integrated Reclaimed Asphalt Pavement system, which enables mixes to be produced with up to 40% recycled material that is removed from Wellington roads each day.
