The Eastern Region Alliance (ERA) and South Western Region Alliance (SWA) are collaborative partnership arrangements between Fulton Hogan and Regional Roads Victoria.  They commenced operations in September 2015 with the aim to improve the delivery of safe and effective maintenance services, be more responsive to customers and generate more value for the Victorian community from every dollar invested in road maintenance. 

The Alliances incorporate fence-to-fence management of over 20,000 lane kilometres of metropolitan, regional and remote arterial road network stretching across Victoria from the South Australian border in the west, to the NSW border in the east and include the following works: 

• Develop and deliver an Annual Works Program (AWP) 
• 24-hour emergency and incident response 
• Customer and stakeholder engagement 
• 100,000 routine road and bridge maintenance activities 
• 80,000 of pavement repairs
• 2,000,000m² of resealing
• 20,000m² of asphalt surfacing 
• Improvement works 
• Drainage 
• Roadside facilities
