Godley Quay Transformation: Christchurch’s Waterfront Sets New Standard

Client: Christchurch City Council (CCC)
Duration: Sept 2022 – July 202

Scope of Works:

Christchurch’s waterfront continues to showcase the impact of one of the city’s most ambitious infrastructure projects. The upgrade has delivered lasting improvements to access, safety, and environmental protection, and stands as a model for future public works across the region.

A Multi-Faceted Revamp

The upgrade, which began in September 2023 and concluded in July 2023, tackled a range of challenges unique to the site. Works included rock scaling with abseil access, installation of a new fibre services trench, a major overhaul of water infrastructure, and the construction of a dual footpath and cycleway. The project also saw the installation of advanced stormwater outfall systems and a full carriageway reconstruction.

Meeting the Moment

Faced with tight deadlines—most notably the international Sail GP event in March 2023 —the project team accelerated their programme, working extended shifts and weekends to ensure the waterfront was ready for the global spotlight. This ambitious schedule required careful resource management and close coordination among all involved parties.

Stakeholder Collaboration

A key feature of the project was its stakeholder engagement. With the waterfront serving as a critical hub for port operations and fuel supply, maintaining uninterrupted business access was essential. Regular communications and on-the-ground management helped ensure that operations continued smoothly, a point highlighted in feedback from port managers and other stakeholders.

Environmental and Technical Innovations

Environmental protection was front and center, with measures such as floating containment booms deployed to safeguard the marine ecosystem. The team also introduced innovative pavement and stormwater designs, allowing for faster decision-making and improved long-term asset management. Digital tools like ArcGIS were used for site surveys, further streamlining the process.

Quality and Safety

Despite the pace and complexity, the project maintained high standards of quality and safety. Monthly audits and a strong focus on compliance resulted in minimal defects and prompt resolution of any issues. Stakeholders praised the professionalism and collaborative spirit of the team, noting that challenges—from contaminated ground to heritage constraints—were met with adaptability and expertise.

Building for the Future

Beyond the physical works, the project invested in workforce development, supporting apprenticeships and training programs. Sustainable practices were also a priority, with recycling and responsible resource use embedded throughout the upgrade.

Community Impact

The Godley Quay upgrade stands as a testament to what can be achieved through collaboration, innovation, and a commitment to quality. The improved waterfront now offers safer, more accessible pathways for pedestrians and cyclists, enhanced environmental protections, and robust infrastructure to support Christchurch’s future growth.
As the city looks ahead, the lessons learned and relationships built during the Godley Quay project set a benchmark for future public works—demonstrating how complex challenges can be overcome for the benefit of the entire community.
