Fulton Hogan Delivers Coastal Infrastructure Upgrade in New Brighton
Fulton Hogan has successfully completed the Christchurch City Council’s Waste Water & Water Supply Mains Renewals project on Pacific Road, New Brighton, delivering vital infrastructure upgrades in a challenging coastal environment.
The approx. $4 million project, completed between May and November 2023, involved the renewal of wastewater mains, collector pipes, and a section of watermain. With trench depths reaching up to 3.6 metres and groundwater levels just 1 metre below the surface, the team faced significant dewatering challenges—especially during high tides, which brought seawater into the trenches.
Smart Delivery in a Demanding Environment.
To meet the 120-day programme, Fulton Hogan deployed three drainage crews simultaneously, coordinating wastewater and water installations with precision. Directional drilling was used for the watermain, reducing surface disruption and saving on resurfacing costs.
Traffic management was carefully staged, with one-lane setups and side road closures progressing as work advanced. Steel plates were used to maintain property access, and low-noise pumps with sound barriers helped minimise disruption to nearby residents.
Environmental and Stakeholder Excellence.
Environmental compliance was a top priority, with monthly audits, spill kits, and sump covers in place. The team adhered strictly to dewatering consents, ensuring clean discharge near the coast. Stakeholder engagement was proactive, with letter drops, face-to-face meetings, and a dedicated communications advisor managing updates and feedback.
Quality, Safety, and Sustainability.
All works were completed to specification using Fulton Hogan’s GIS system and QA trackers. Health and safety protocols included daily prestarts, trench shields, confined space procedures, and close approach permits for overhead lines.
Sustainability was embedded throughout the project, with recycled asphalt product (RAP), biodiesel-fuelled vehicles, and reuse of excavated material for berms and stockwater races. A cadet was also involved in the delivery, gaining valuable experience under a structured mentoring programme.
Subcontractor Collaboration.
Subcontractors UINZ, Atlas, and Trenching Dynamix contributed 46% of the works, delivering high-quality outcomes under Fulton Hogan’s national pre-qualification standards. All payments were made on time, and no disputes were recorded.
