Church Corner Safety Improvements: Enhancing Safety and Accessibility in Christchurch
Fulton Hogan, in partnership with Christchurch City Council, has successfully delivered the CRAF Works – Waimairi Mid Block Crossing & Church Corner Safety Improvements, transforming one of Christchurch’s busiest intersections into a safer, more accessible environment for all road users.
Project Overview
Completed between August and November 2024, this project focused on improving safety for cyclists and pedestrians at Church Corner. Works included the installation of raised platforms, speed humps, upgraded kerb and channel, new islands, enhanced line marking for cycle lanes, and significant traffic signals upgrades. The project also included further signals upgrades at the intersection of Hansons Lane and Riccarton Road, delivered as a variation for greater efficiency and reduced disruption.
Innovation and Collaboration
The project team worked closely with CCC to resolve design challenges, including a successful redesign of median islands to better integrate with speed humps—a solution now set to be used in future projects. Stakeholder engagement was a priority, with regular letter drops, face-to-face visits, and close coordination with ECan to minimise disruption to bus services and local businesses.
Minimising Disruption
To reduce the impact on the community, all major works were completed at night. Effective programming and traffic management ensured that roads were reopened each morning, allowing daytime traffic to flow with minimal interruption. Weekly meetings with ECan and other stakeholders ensured clear communication and timely updates.
Quality, Safety, and Environmental Management
A site-specific Environmental Management Plan and Inspection and Test Plan were implemented to ensure compliance and quality. Sediment controls, regular sump cleaning, and wet-vac concrete cutting protected the environment. Daily prestart meetings and vigilant traffic management kept crews and the public safe throughout the works.
Delivering Value and Building Community
The project was completed on time and within budget, with all council assets handed back fully compliant and minimal post-completion works required. Fulton Hogan’s proactive approach to risk management, stakeholder engagement, and sustainable practices ensured a positive outcome for all involved. Local businesses benefited from maintained access, and the project team even went the extra mile by supporting local services and ensuring the site was left clean and tidy.
