High Street Revitalisation: Transforming Christchurch’s City Centre
The revitalisation of High Street in Christchurch’s city centre stands as a showcase of innovation, collaboration, and resilience. Completed by Fulton Hogan for Christchurch City Council, the project has delivered a vibrant, modern streetscape while preserving the area’s unique heritage and supporting local businesses through challenging times.
Project Overview
The High Street Revitalisation, completed between July and December 2021, involved a comprehensive upgrade of the central city corridor. The works included new wastewater and stormwater infrastructure, kerb and channel, traffic and street lighting upgrades, full road reconstruction, footpath renewal, intricate streetscaping, and landscaping. The project was delivered under an accelerated programme to minimise disruption, with multiple crews working simultaneously and a strong focus on stakeholder engagement.
Innovation and Collaboration
The team employed advanced construction methodologies, such as pipe bursting and tunnelling under existing tram tracks, and managed complex service relocations with minimal impact. The project’s success was underpinned by close collaboration with local businesses, residents, and stakeholders, including regular drop-in sessions, weekly updates, and a dedicated Stakeholder Communications Manager.
Resilience Through Challenge
 Despite the challenges posed by COVID-19 lockdowns, the team adapted quickly—using lockdown periods to complete invasive works and accelerating the programme to support businesses as restrictions eased. The project was completed two months ahead of schedule, with additional scope delivered and all milestones met.
Sustainability and Quality
 Fulton Hogan’s commitment to sustainability was evident through the use of recycled materials, sustainable supply chain practices, and innovative pavement solutions. The project was handed over defect-free, with all environmental and heritage requirements met, and has since operated without issue.
Community Impact
 The revitalised High Street now features improved pedestrian and cycling access, enhanced public spaces, and a distinctive paver pattern that celebrates the city’s character. The project has set a new benchmark for urban renewal in Christchurch, supporting the city’s ongoing regeneration and providing a welcoming environment for locals and visitors alike.
