Transforming Naval Point
Fulton Hogan is proud to have delivered the CCC Naval Point Development, a transformative two-stage upgrade at one of Christchurch’s most iconic waterfront locations. This project was designed to support the internationally renowned Sail GP event and provide lasting benefits for the local community. The development began with the revitalization of the existing gravel carpark and major upgrades to stormwater infrastructure, ducting, lighting, and pavement. A key feature was the construction of concrete crane lifting hardstands, purpose-built for the Sail GP event. In the second stage, the pavement was extended out to the boat ramp, with further improvements to stormwater management, lighting, and advanced pavement solutions, including bitumen-treated base and asphalting.
Meeting the Challenge
With the Sail GP event dates set, the project team faced a tight timeline and delivered an ambitious programme. Fulton Hogan mobilized its full capability, working collaboratively with Christchurch City Council and key stakeholders such as LPC Operations, the Sail Club, and the local community. The team’s adaptability was tested by iterative design changes during construction, but the project was completed on schedule with minimal quality issues.
Community and Stakeholder Engagement
Stakeholder engagement was central to the project’s success. Fulton Hogan worked closely with the Sail Club and local community, upgrading boat storage facilities and temporary holding areas, and contributing to community assets by repairing the Sail Club Boat Ramp and Coastguard Building Foundation. These efforts ensured the development met the needs of all users and left a positive legacy for the area.
Innovation in Delivery
Innovation was at the heart of the Naval Point Development. Fulton Hogan presented a range of pavement design options, enabling informed decisions for long-term asset management. The team developed bespoke raft designs for stormwater structures, tailored to the unique challenges of the reclaimed land at Godley Quay. The use of advanced pavement materials allowed for rapid construction while maintaining access for local businesses and event operations. A comprehensive dilapidation survey, delivered via ArcGIS, provided robust documentation of site conditions.
Lasting Outcomes
The CCC Naval Point Development was completed on time for the Sail GP event, with strong stakeholder feedback and minimal defects. The project’s innovative methods, collaborative approach, and commitment to quality have set a benchmark for future waterfront developments in Christchurch.
