Tinwald Corridor Improvements Deliver Safer, More Efficient Journeys for Ashburton

Scope of Works:

Fulton Hogan, in partnership with Waka Kotahi NZ Transport Agency, has successfully completed the Tinwald Corridor Improvements project, marking a significant milestone for the Ashburton community and all who travel through the region.

Project Overview

The upgrade focused on the intersection of State Highway 1 (SH1) and Lagmhor Road, delivering a safer, more efficient corridor for motorists, cyclists, and pedestrians. Key features of the project included:
• A new signalised intersection at SH1 and Lagmhor Road
• Enhanced pedestrian and cycling facilities
• A new rail crossing, delivered in close coordination with KiwiRail
• Upgrades to stormwater systems and traffic islands

Keeping Ashburton Moving

Throughout construction, Fulton Hogan maintained two-way traffic on SH1 and local roads, minimising disruption for residents and businesses. Temporary accesses, staged pavements, and altered pedestrian routes ensured continuous access for the community and local businesses such as the Tinwald Tavern Bar and Produce Pals Fruit and Veges.

Safety and Environmental Leadership

The project was delivered with a strong focus on safety and environmental management. Comprehensive risk assessments, daily pre-starts, and real-time safety controls were implemented, particularly around the active rail corridor. Environmental controls such as earthworks stabilisation and dust management were rigorously applied, with monthly audits confirming full compliance.

Technical Excellence

Fulton Hogan’s technical expertise was showcased through:
• Advanced pavement solutions using EME2 high modulus asphalt, developed and trialled specifically for this project
• Real-time traffic management and flexible working hours to reduce congestion and maintain safe access for vulnerable road users
• Close management of inground utilities and rapid response to challenging ground conditions

Community Engagement

Stakeholder engagement was a key focus, with regular updates, newsletters, and drop-in sessions keeping the community informed. The project team worked closely with local businesses and residents to ensure their needs were met throughout construction.

Project Outcomes

The Tinwald Corridor Improvements project was completed on time and within budget, achieving a PACE score of 76 and recording zero serious harm incidents or environmental non-compliances. The project stands as a model for future corridor upgrades, particularly those involving live rail interfaces and complex stakeholder environments.
