Hereford Street Upgrade: A New Chapter for Christchurch’s City Centre
The Hereford Street Upgrade, delivered by Fulton Hogan for Christchurch City Council, has transformed a key city corridor into a modern, accessible, and vibrant urban space. Completed six months ahead of schedule, the project stands as a testament to innovation, collaboration, and stakeholder-focused delivery.
Project Overview
Completed between April and November 2020, the Hereford Street upgrade involved approximately 1km of stormwater installation, repair and upgrade of underground culverts, new watermain installation, reconstruction of 6,000m² of footpath pavers (including the distinctive Pākura pattern), and 10,000m² of pavement reconstruction. Major intersections were upgraded, and streetscaping included new cycle stands, raised pedestrian thresholds, and tree planters with integrated seating.
Collaboration and Stakeholder Engagement
 Extensive stakeholder engagement was central to the project’s success. Fulton Hogan worked closely with local businesses, residents, and the Council to agree on a ‘speed of build’ methodology, minimising disruption while delivering high-quality outcomes. A dedicated Stakeholder and Communications Manager ensured regular updates, rapid response to queries, and a positive project profile throughout construction.
Innovation and Efficiency
 The accelerated programme, multiple work zones, and flexible working hours enabled the team to deliver the project ahead of schedule. Innovative site management included measures to keep the site tidy, accessible, and safe for all users, such as regular sweeper runs, garage carpet on footpaths, and signposted parking.
Sustainability and Quality Environmental
 protection was a priority, with meticulous management of stormwater, erosion, and sediment controls to protect the Avon River. The project was delivered fully compliant with all environmental and safety requirements, with zero serious harm incidents or environmental non-compliances. Sustainable procurement and the use of local subcontractors and suppliers further supported the city’s economy and environmental goals.
A Collaborative Success
 The Hereford Street Upgrade has set a new standard for urban renewal in Christchurch, delivering a safer, more accessible, and attractive city centre. Fulton Hogan thanks Christchurch City Council, local businesses, residents, and all project partners for their collaboration and support in delivering this transformative project.
