Victoria Street Upgrade: Delivering a New Standard for Christchurch’s City Centre

The transformation of Victoria Street in Christchurch’s city centre stands as a testament to innovation, collaboration, and stakeholder-focused delivery. Completed by Fulton Hogan for Christchurch City Council, the project has revitalised a key city corridor, supporting local businesses and the community while setting a benchmark for future urban upgrades.

Project Overview
The Victoria Street Upgrade, completed between May and October 2020—two months ahead of schedule—involved full pavement reconstruction, water and stormwater installation, footpath renewal, landscaping, and traffic signal upgrades. The project was delivered under an accelerated programme, with multiple work fronts operating simultaneously to minimise disruption and meet the needs of diverse stakeholders.

Collaboration and Stakeholder Engagement
Fulton Hogan and CCC worked closely with local businesses and residents, offering multiple construction methodology options and adapting the programme in response to stakeholder feedback. A dedicated Stakeholder Engagement Manager ensured regular communication, including weekly newsletters, drop-in sessions, and daily site updates. This collaborative approach resulted in high levels of stakeholder satisfaction and positive feedback throughout the project.

Innovation and Efficiency
The team’s use of bitumen-treated basecourse (BTB) accelerated pavement construction, enabling work to continue efficiently through winter. Advanced planning, risk-based programming, and the use of the ‘last planner’ tool ensured all milestones were met and the project was delivered ahead of schedule. The project also demonstrated excellence in environmental management, quality assurance, and health and safety, with zero serious harm incidents or environmental non-compliances.

Sustainability and Community
Impact Fulton Hogan’s commitment to sustainability was reflected in the use of recycled materials, local suppliers, and a sustainable supply chain. The project supported local businesses not only through improved infrastructure but also by engaging with them directly—holding meetings, buying local, and celebrating project milestones together.
