Fulton Hogan Delivers Critical Water Infrastructure Upgrade at Christchurch International Airport

Fulton Hogan completed the design and construction of two Potable Water Treatment Plants at Christchurch International Airport, marking a significant milestone in the airport’s commitment to delivering world-class water infrastructure.

The project was commissioned between March 2019 and March 2021, and was part of Christchurch International Airport Ltd’s (CIAL) broader strategy to ensure the continuity of potable water supply across its campus, which serves over 7000 people including high-risk users such as hotels, hospitality businesses, and airlines.

Fulton Hogan was directly engaged by CIAL to deliver this critical infrastructure package, leveraging its extensive knowledge of the airport’s systems and its longstanding relationship with the client spanning over 30 years.

Engineering Excellence in a Live Operational Environment.

The project involved a full design-and-build scope, including:

  • Development of Detailed Design, Safety in Design and HAZOP workshops.
  • Raising wellheads and installing temporary bypass systems to maintain supply to campus users during construction works.
  • Two new precast building structures with fit out – stainless steel pipework, UV disinfection units, chlorine gas treatment systems, SCADA automation, and standby generator installation.
  • Comprehensive commissioning and contingency planning.

Working within an operational airport environment required meticulous planning and coordination. Fulton Hogan implemented a robust risk management framework, including 24-hour callout support and detailed isolation and return-to-service plans, ensuring uninterrupted water and fire protection supply throughout the works.

Stakeholder Engagement and Environmental Stewardship.

The project team proactively communicated with tenants and stakeholders, providing regular updates and managing planned shutdowns with minimal disruption. Environmental compliance was a key focus, with strict adherence to resource consents and implementation of erosion and sediment control measures to protect the water aquifer.
