It is one of the country’s premier tourist destinations; Tauranga is New Zealand’s largest commercial port; and the region is a major fruit and vegetable growing region. Road maintenance is therefore an important, year-round consideration and Fulton Hogan’s approach is ideal for this type of situation. We work with local communities to develop a road maintenance strategy tailored to the roads in their region and the traffic they carry.
Providing the Bay of Plenty with superior asphalt products and laying services
Fulton Hogan’s asphalt supply and laying services in the Bay of Plenty region are based at our plant in Tauranga. We work closely with customers to develop surfaces suited to their projects, and the asphalt and bitumen we supply are produced from environmentally friendly processes to protect the interests of the local community. Fulton Hogan’s asphalt laying teams have the capability, via mobile mix plants, to manufacture on site, allowing them to operate in the extremities of the region.
Fulton Hogan also produce and lay heavy duty surfaces for pavement in specialist situations, such as seaports or airports. The Rotorua Regional Airport Southern Runway Extension was completed by Fulton Hogan, and consisted of a 340m extension on the South end of the runway. The project was valued at $12,102,000, with works including:
- 200m x 2300mm concrete pipe and wingwalls
- 4000m subsoils, with 3500m ducts
- 58,000m3 undercut
- 215,000m3 fill
- 7500m3 subbase, with a 5000m3 basecourse
- 3000t AC surfacing
- 2000 m security fence
Traffic management solutions
In order to ensure the fruits of Bay of Plenty’s farmers get to market, and the tourists make the most of their trips, Fulton Hogan can offer local authorities comprehensive traffic management solutions. Our services include traffic management for major road works, civic and sporting events, traffic control around major construction projects and planning of traffic flow for upcoming events. We are also able to react quickly to incidents on the roads to bring order to the roads and therefore safeguard the region’s communities.

Tauranga Eastern Link
Fulton Hogan joined with HEB Construction to form the Tauranga Eastern Link Alliance to establish the Tauranga Eastern Link, a $455,000,000 project that is set to be the Bay of Plenty’s largest road project. The Government has recognised the road as a project of national significance that will connect communities and become a key strategic transport corridor.
The project will feature:
- Dual carriage way providing a safer and faster trip between Tauranga and Paengaroa
- A central barrier for extra safety
- Several new intersections at major road meeting points
- Over and under passes to ensure smooth flow of traffic
- Extensive landscaping based around urban design ideals
- Electronic tolling system – no stopping required
The project is aimed at supported the managed growth in the region by providing a safer, faster connection between communities in the region
SH35 Maraenui Hill Realignment
Following an irreparable slip on SH35 at Maraenui Hill the highway was realigned around the southern side of the hill. The contract required 235,000m3 of material to be cut out from the hill above and to the side of a narrow, winding forestry track. Getting access to the top of the cuts required careful planning and execution as the diggers were required to work up to 50m above the road on a 70 degree slope. Traffic had to be stopped for 30 minutes at a time to enable work to continue after which time there was a wait of up to 30 minutes for the traffic to clear. This required careful traffic management of both the trucking fleet and the public. Material was carted in 6 wheeled road trucks to two dumpsites each about 3 km away. “Last Planner” was utilised to maintain focus and ownership of the job with persons from Fulton Hogan, consultant and client actively involved. The final project was valued at $10,000,000.
